Minutes of the Planning Committee Meeting of Claygate Parish Council held on Thursday 15th August 2024 at 7.30pm at Claygate Village Hall (Main Hall), Church Road, Claygate


Present: Chair: Cllr Sheppard
Council Members: Cllr Bray, Cllr Holt, Cllr Moon, Cllr Collon, Cllr Herbert and Cllr Bingham
In attendance: Dawn Lacey (Parish Clerk & RFO)
Non-voting Advisor: John Bamford
Seven members of the public including Elmbridge Councillor Rollings



1. Apologies for absence.
Apologies were received from non-voting advisors John Ovenden and Vanessa Relleen.
2. Declarations of interest in the agenda.
Cllr Moon on Item 8 – Planning Application 2024/1778
Cllr Collon on Item 8 - Planning Application 2024/1538.
3. Confirm the minutes of the 18th July 2024 Planning Committee meeting.
These were agreed to be correct and signed and dated by Cllr Sheppard.
Carried unanimously.
4. Review actioning of items from previous minutes and agree any further action required.
Item 7 – Reviewing reports on Applications decided, and appeals lodged and decided – to put together an agenda of some applications where CPC and EBC took different views and which could be discussed at a mutual meeting in the future with T-Plan

Cllr Sheppard circulated a draft paper on this to Councillors and requested for this to be sent to EBC Planning.

This was proposed by Cllr Sheppard and seconded by Cllr Bray. Carried unanimously.

Item 13:d and Item 15 completed.

5. Review planning correspondence, notification of applications and outstanding results and agree any action required.
None.
6. Objections to householder applications: to agree the recommendation in Cllr Collon’s note of 23rd July 2024 (Appendix 2).
Cllr Collon had compiled a paper on CPC objecting to EBC planning decisions and the different rules that would/could apply.
Cllr Collon requested that this paper be adopted by the Council and to request this to be added to the next EBC meeting being held for discussion.
Proposed by Cllr Collon and seconded by Cllr Sheppard. Carried unanimously.
7. Review report on applications decided, and appeals lodged and decided since last meeting and agree any action required.
Nothing to report.
8. Discuss planning applications from Elmbridge Borough Council (EBC) Weekly Planning Lists (https://www.elmbridge.gov.uk/planning) for the following weeks and agree responses required: w/e 19th July, 26th July, 2nd August and 9th August 2024.
THIS ITEM WAS MOVED TO THE START OF THE MEETING.
All the above applications were discussed and all decisions are attached in (Appendix 1).
9. Receive a report on EBC’s East Area Sub-committee Meeting and agree any action required.
Cllr Herbert reported that the last meeting was held on the 22nd July and contained nothing relevant to Claygate. The next meeting will be held on Monday 9th September and currently there is no agenda available.
10. Receive a report on EBC’s Planning Committee Meeting and agree any action required.
Cllr Bray reported on the local validation consultation check list and requested that we write to Suzanne Parkes requesting that we are updated on the status of the consultation.
Proposed by Cllr Bray and seconded by Cllr Collon. Carried unanimously.
11. Review any Compliance issues in Claygate and agree any action required.
11 Elm Gardens: this is still ongoing with EBC.
12. To consider government proposals to revise the NPPF and other planning regulations and to agree any actions.
A vote of thanks was given to Cllr Collon and Cllr Bray and non-voting advisor John Bamford for all their hard work so far.
A proposal to request that all councillors submit their opinions to Cllr Sheppard by 30th August, so that he could produce a full copy of this for the next meeting.
Proposed by Cllr Sheppard and seconded by Cllr Bray. Cllr Bingham abstained, all other Cllrs were in agreement.
13. To consider appointing two members of the committee to join the Claygate Conservation Advisory Panel/Committee and, if approved, to organise the training.
THIS ITEM WAS MOVED TO BEFORE ITEM 12.
It was agreed that there was no reason currently for this to be actioned by the CPC.
The Clerk to contact SALC and EBC to see where CPC should go if any help or advise is needed and to review this again in 12 months' time.
Proposed by Cllr Sheppard and seconded by Cllr Bray. Carried unanimously.
14. Discuss any communication of key decisions to residents and agree any action required.
None.
