Minutes of the Planning Committee Meeting of Claygate Parish Council held on Thursday 18th July 2024 at 7.30pm at Claygate Village Hall (Main Hall), Church Road, Claygate

1. | Apologies for absence. |
Apologies were received from Cllr Bingham. |
2. | Declarations of Interest in items on the agenda. |

3. | To Consider the Appointment of Non-voting Advisors. | |

4. | Confirm the minutes of the 20th June 2024 Planning Committee meeting. | |

5. | Review actioning of items from previous minutes and agree any further action required. |

6. | Review planning correspondence, notification of applications and outstanding results and agree any action required. |

7. | Review Report on Applications Decided, and Appeals Lodged and Decided since last meeting and agree any action required. |
The report was noted. Application 2024/0639 – Langford in Raleigh Drive – used as an example: We raised no objection to this application but EBC refused it. A discussion was held regarding how EBC make their decisions and how they may or may not take our comments into account. It was agreed that Cllr Sheppard would put together an agenda of some applications where CPC and EBC took different views and which could be discussed to our mutual benefit at a future meeting with T Plan. ACTION – Cllr Sheppard |
8. | Discuss planning applications from Elmbridge Borough Council (EBC) Weekly Planning Lists (https://www.elmbridge.gov.uk/planning) for the following weeks and agree responses required: w/e 21st June, 28th June, 7th, 5th and 12th July 2024 (Appendix 3). |

9. | Receive a report on EBC’s East Area Sub Committee Meeting and agree any action required. |
Nothing to report from the last meeting. The next meeting will be held on Monday 22nd July 2024, but there is nothing relevant to Claygate on the agenda. |
10. | Receive a report on EBC’s Planning Committee Meeting and agree any action required. |
Nothing to report from the last meeting. The next meeting will be held on Tuesday 23rd July 2024, but there is nothing relevant to Claygate on the agenda. |
11. | Review any Compliance issues in Claygate and agree any action required. |

12. | To Reflect on the 'Claygate The Way Forward' meeting at HTC on June 18th and Agree Appropriate Actions, If necessary. |
This item was withdrawn from the Agenda at the Chairman’s discretion to be discussed at the main meeting being held on the 18th July at 8.30pm. |
13. | To Reflect on the Progress of the Draft Local Plan and Agree Actions as thought necessary, particularly as regards, but not limited to: | ||
a. The Local vs District Argument
Cllr Bray reported that EBC had submitted revised housing numbers to the Inspector which represented only 54% of the centrally assessed target, as against a previous 69%. EBC was coming under pressure at the Examination in Public over these figures and was clearly an outlier among Planning Authorities. A letter from the Inspector communication her views at the end of Stage 2 is now awaited. c.The Plans of the new Labour Government The government is looking to impose mandatory housing targets. There is a draft NPPF (National Planning Policy Framework) due at the end of August for consultation, which will probably modify Green Belt rules to maybe make it easier to build on so-called “Grey Belt” areas of degraded Green Belt. Councillors will be keeping a close eye on this. d. Communications on the above matters Cllr Bray had drafted a piece for the website/Facebook and urged early publication. Cllr Sheppard recommended a fairly low key approach at this stage, while we awaited the Inspector’s next letter to Elmbridge.

14. | Considerations on the Hook Park development. |
Councillor Collon reported. Until the new NPPF is in place, there is nothing further for the Council at this stage. It was agreed that no action is currently required. |
15. | Discuss any Communication of key decisions to residents and agree any action required. |
A member of the public requested regular updates on what the CPC is doing in the Village. It was agreed to add Quarterly updates in the way of Powerpoint presentations. Cllr Holt to take the lead on this. ACTION – Cllr Holt |
