Minutes of the Planning Committee Meeting of Claygate Parish Council held on Thursday 27th February 2025 at 7.00pm at Treetops Pavilion, Recreation Ground, Church Road, Claygate


Present: Chair: Cllr Sheppard
Council Members: Cllr Bingham, Cllr Bray, Cllr Herbert, and Cllr Holt
In attendance: Dawn Lacey (Parish Clerk & RFO)
Non-voting Advisors: John Bamford and John Burns
Four members of the public


1. Apologies for absence.
Apologies of absence were received from Cllr Collon and Cllr Moon plus NVAs Vanessa Relleen and John Ovenden.
2. Declarations of interest in the agenda.
Cllr Bray declared an interest in Planning Application 2025/0198 (5 Stockfield Road).
3. Confirm the minutes of the 6th February 2025 Planning Committee meeting.
Cllr Bray reminded the Clerk that the DEFRA Land Consultation should have been minuted for addition to the agenda for the meeting being held on Thursday 27th February. This will be done for the meeting being held on Thursday 27th March.

4. Review actioning of items from previous minutes and agree any further action required.

5. To answer any questions from members of the public.
A question was asked regarding the current work taking place at Crown House. Cllr Sheppard confirmed that, following approval of planning application 2023/0798 in March 2024, work has now begun on turning the building into flats.
6. Review planning correspondence, notification of applications and outstanding results and agree any action required.
None.
7. Review Report on Applications Decided, and Appeals Lodged and Decided since last meeting and agree any action required.
Councillor Sheppard spoke about application 2024/3262 and expressed surprise that the application was refused. This is down to the officers’ professional judgement differing from the Parish Council’s judgement.
8. Discuss planning applications from Elmbridge Borough Council (EBC) Weekly Planning Lists (https://www.elmbridge.gov.uk/planning) for the following weeks and agree responses required: w/e w/e 7th, 14th and 21st February 2025
Please see attached letters to EBC T Plan (Appendix 2).
9. Receive a report on EBC’s East Area subcommittee meeting and agree any action required.
Nothing to report. The next meeting will be held on Monday 17th March.
10. Receive a report on EBC’s Planning Committee meeting and agree any action required.
Cllr Bray reported that there was nothing at the meeting that affected Claygate.
11. To consider NPPF and Elmbridge Local Plan developments and agree any action required.
The LAR Project has been re-issued with a few minor adjustments; apart from that there is nothing new to report.
12. Discuss any communication of key decisions to residents and agree any action required.
None.
13. Matters for information purposes only.
a – The DEFRA Consultation runs across both the Planning and EHTC Committees and will be added to the agendas for each of their next meetings.
b – To invite Clive Thompson as a NVA for the Planning Committee.
c – Cllr Bray had attended a recent AI Talk. It was agreed to not rush into any decisions but agreed that a report should be sought to see what value, if any, it may add.
