Minutes of the Planning Committee Meeting of Claygate Parish Council held on Thursday 27th March 2025 at 7.30pm at Treetops Pavilion, Recreation Ground, Church Road, Claygate


Present: Chair: Cllr Sheppard
Council Members: Cllr Bray, Cllr Collon, Cllr Herbert, and Cllr Holt
In attendance: Dawn Lacey (Parish Clerk & RFO)
Non-voting Advisors: John Bamford and John Burns
Four members of the public


1. Apologies for absence.
Apologies of absences were received from Cllr Bingham, Cllr Moon and NVAs John Ovenden and Vanessa Relleen.
2. Declarations of interest in the agenda.
Cllr Bray confirmed a declaration of interest on Item 8: planning application 2025/0398.
3. Confirm the minutes of the 27th February 2025 Planning Committee meeting.
These were agreed to be a correct record of the meeting and signed and dated by Cllr Sheppard.
4. Review actioning of items from previous minutes and agree any further action required.
Completed.
5. To co-opt Clive Thompson as a Non-Voting Advisor to the Planning Committee.
This motion was proposed by Cllr Sheppard and seconded by Cllr Bray.
Carried unanimously.
It was also agreed to add a standing item to the Planning agenda to receive a report from the Housing Advisory Committee.
This motion was proposed by Cllr Sheppard and seconded by Cllr Bray.
Carried unanimously.

6. To answer any questions from members of the public.
None.
7. Review planning correspondence, notification of applications and outstanding results and agree any action required.
None.
8. Review Report on Applications Decided, and Appeals Lodged and Decided since last meeting and agree any action required.
None.
9. Discuss planning applications from Elmbridge Borough Council (EBC) Weekly Planning Lists (https://www.elmbridge.gov.uk/planning) for the following weeks and agree responses required: w/e 28th February, 7th, 14th and 21st March.
Please see attached letters to EBC T Plan (Appendix 2).
10. Receive a report on EBC’s East Area Sub Committee Meeting and agree any action required.
Nothing to report. The next meeting will be held on Monday 22nd April.
11. Receive a report on EBC’s Planning Committee Meeting and agree any action required.
Cllr Bray reported that there was nothing at the meeting that affected Claygate. The next meeting will be held on Tuesday 8th April.
12. To consider NPPF and Elmbridge Local Plan developments and agree any action required.
Nothing new to report at this time.
13. To discuss the DEFRA Land Consultation and agree any action required.
A discussion was held, and it was agreed that this is not a priority for the Council to comment on. Councillors are free to comment on this as individuals if they wish to do so.

14. To consider buying a licence from CloudyIT for the GovAssist product.
It was agreed that we would request a demonstration of this product before deciding to buy a licence. The trial is free and would require a dedicated evening of Councillors for this. It was agreed that the AI tool would help to expedite planning applications.
Cllr Bray to look into booking a trial demo which would be held on a Thursday evening.

None.
16. Matters for information purposes only.
Cllr Sheppard informed the committee that the updated advice on Green Belt applications had been issued by DHCLG (Department for Communities and Local Government).
