Minutes of the Planning Committee Meeting of Claygate Parish Council held on Thursday 6th February 2025 at 7.30pm at Claygate Village Hall, Small Hall, Church Road, Claygate


Present: Chair: Cllr Sheppard
Council Members: Cllr Bingham, Cllr Bray, Cllr Collon, Cllr Herbert, Cllr Holt and Cllr Moon
In attendance: Dawn Lacey (Parish Clerk & RFO)
Non-voting Advisors: John Bamford, John Burns and Vanessa Relleen
Three members of the public plus Cllr French


1. Apologies for absence.
Apologies of absences were received from NVA John Ovenden.
2. Declarations of interest in the agenda.
None.
3. Confirm the minutes of the 9th January 2025 Planning Committee meeting.
One adjustment was made to Item 5 on the Minutes, this will be circulated with this set of minutes (Appendix 1).
Proposed by Cllr Holt and seconded by Cllr Collon.
Carried unanimously.
4. Review actioning of items from previous minutes and agree any further action required.
Both completed; no further action required.
5. To answer any questions from members of the public.
None.
6. Review planning correspondence, notification of applications and outstanding results and agree any action required.
None.
7. Review Report on Applications Decided, and Appeals Lodged and Decided since last meeting and agree any action required.
There was an update on application 2024/2894 where the Planning Committee had commented that the outbuilding should NOT be used as a dwelling. EBC did not impose such a condition on this when approving the application. Cllr Sheppard to write to Paul Falconer to ask why, as EBC have imposed such conditions in the past.

8. Discuss planning applications from Elmbridge Borough Council (EBC) Weekly Planning Lists (https://www.elmbridge.gov.uk/planning) for the following weeks and agree responses required: w/e 10th, 17th, 24th and 31st January.
Please see attached letters to EBC T Plan (Appendix 2).
9. Receive a report on EBC’s East Area subcommittee meeting and agree any action required.
Nothing to report. The next meeting will be held on Monday 17th March.
10. Receive a report on EBC’s Planning Committee meeting and agree any action required.
Cllr Bray reported that there was nothing at the meeting which affected Claygate.
11. To consider NPPF and Elmbridge Local Plan developments and agree any action required.
The Cabinet was recommended to withdraw and rewrite the plan. The timetable for the new plan runs to May 2028 followed by Examination in Public and adoption of the Plan in December 2028. Councillors will continue to monitor any new developments. It was noted that reorganisation plans for Surrey call for new unitary authorities to take over the planning function from May 2027.

12. Discuss any communication of key decisions to residents and agree any action required.
To draw attention on our website and social media any updates with the NPPF and Local Plan development.

13. Matters for information purposes only.
a - Cllr Sheppard reminded the audience that any questions for the meeting must be sent in advance to the Clerk for inclusion.
b - There was information that some work seems to be happening in Crown House. Cllr Sheppard will check if there is a current planning application approved for Crown House and, if necessary, check with Paul Falconer (EBC).
c – To note two planning reform working papers from central government, on Planning Committees, including delegation to officers, and on streamlining major infrastructure projects. Noted that Cllr Sheppard is in touch with Suzanne Parkes (EBC) about commenting on the government’s thinking on planning committees.
d - To note a DEFRA consultation on land use in England, including for housing and energy infrastructure; the Clerk will place this on the agenda for the next meeting.
e – To note that Cllrs Holt and Moon will organise a news update on all the various consultations in progress and make a Word Document on this with links to the various websites.
f - To note the earlier time of the next meeting as 7pm and not 7.30pm and make sure it is well circulated on the website and all relevant paperwork.
